I dont think the condition matters atm, when it does I imagine they might add a way to repair it.

But they dont want ruined things repaired, and it seems "worn" is probably going to be the max condition you can repair anything to...

Attachment repairing will be possible (with the right tools)
They are also thinking about a sort of transparent competence system. (the more you do things the better you becomes and better item condition you can reach)

It does matter, a weapon with pristine attachments will be more accurate at long distances, the spread will be lower. There's a video on youtube showing it.
