I actually understand why they limit admins as much as they do, because In a game like this, an admin can easily kick others to get loot and ♥♥♥♥ and abuse a lot.
Im glad admins today only can kick / Ban players, everything else must be done through the control panel of your host provider such as restarts and messages in the chat.
I'd although be happy if they could give admins the possibility to see the name of the player somehow like a tag on their chest, if you sopt a cheater for example, it's literally impossible for an admin today to do anything than a restart to prevent ♥♥♥♥ from going down.
Private hives should solve some of these issue's I hope :)

And the "slot lock" is there (I assume) so servers can't be used by a group of loot-hoarders and their friends. (Same reason why you can't lock your server. The server would still be connected to the same Hive as everybody else, meaning that you could loot without fear of dying and move to other servers just to kill people.) And going above 40 has too much of a performance hit, so we're waiting for better server-side software to improve that.
As for private servers; We assume it's going to be exactly like it is for the DayZ mod, meaning both of the things you asked. You can do literally anything you want with your server, host it at home and have 2 slots for all we care. But the progress that you make in your server is going to be unique to your server, specificly. Unless you host more than one server in the same place. (Creating a private hive, much like the current public one.)
