Hmmm.... let me see... A box of matches might help, or even a Wood Drill.

Really, it is not Rocket Science.

light a fire. get a torch. light torch into fireplace.

Get the Torch in your Hand, drag the Matches/Wood Drill above, viola................

Didn't work for me either but I think my hand drill was in the vicinity rather than in my bag. Correct me if I'm wrong but I think bullets can only be loaded into a mag if the bullets come from inventory and not vicinity. Its not a major issue but I think it should work either way. Also the torch would not light off a fire for me
