1 character for all official 1st person servers.
1 character for all official 3rd person servers.
Then every community server has 1 character each.
It's also possible that some community servers allow multiple characters on one server too.
So as long as you join the same exact community server, or either type of the official servers, you'll spawn in with your old saved avatar.
Wait, so if I have a character on a 3rd person server then click 'change server' but select a 1st person server (when I have a char already on a 1st person server) then my 1st person server char will move server and spawn instead of my 3rd person server char?
That explains a LOT.
For the Vanilla game you can have up to three different Chars:
1 - Official runs on it's own Hive in two Clusters 1pp and 3pp, one Char for each Cluster.
2 - Community Public runs on another Hive, you have a third Char there. These servers can be rented and managed by private individuals, while others are Official servers that were moved from the Official Hive to the Community Hive in 2019. Public server renters can switch between 1pp and 3pp without affecting the Char on that Hive.
3 - Community Modded: you have one Char for every server you play on, so the number of Chars you have on this Hive can be many.
Contrary to what Sams posted, it is not possible to have more than one Char per Steam Account, per server.
