16 SHOULD be enough, although... More is good depepnding if your mainboard can
actually use it. Some are limited so check before you buy.
Quick question. How much stuff do you run in the background? That is more likely
to be the culprit.
16 GB DDR4 3200MHz Memory
My pc is basically a 100% DayZ dedicated platform, so Ill do whatever necessary to make the most of my gaming experience. Any advice on accomplishing this is welcome.
Sounds like you may have an issue in settings. Also with new machines it can
sometimes take a few days to catch up with all the updates.

RAM that worked fine when everything was upgraded. I upped it to 32 GiG
to Future proof it a bit not because it actually needed it.
My GPU is just a GTX 1660. I run the game flat out and still had to cap my
frames @160...
It did however take 2 days to update everything.

I've seen that a few times. So you could check two things: First - is the cable to the monitor connected to the outlet of the video card or the mother board? Second - are the Geforce drivers installed and updated?
Other than that, it could possibly be a mismatch between the output of the computer and what the monitor is set up for - it could be so easy that you just need to fiddle with the monitor settings. Also make sure you are using Display Port cable, HDMI won't do for 4K resolution.
