On PC how do you switch weapons (and items) with an XBox controller?

On the XBox console they say you can switch weapons with Y. So I assigned weapons to slots 1, 2, 3....and pressed Y and even held down Y....nothing happens. I then opened the action wheel and did not see anywhere to switch weapons.

Press Esc key and go to options.
In the options menu there is a section called "keybindings"
You can see what keys do what there.

DayZ PC does not have native controller support. You need to use Steam Input and make custom keybinds in Steam .. You'll need to be in Steam Big Picture Mode to configure your controller.

You can also right click on the game in your steam library and go to properties and change the control settings for that one particular game at a time, No big picture mode needed 👍

It's always on a per-game basis, no matter what Steam Mode you set them up in and yeah, you can certainly try making changes in regular Mode.

My understanding and experience has been that sometimes changes in controller settings not done in Big Picture Mode don't "stick" .. I've had times when I just couldn't figure out why it wouldn't work, but then once done in Big Picture, it "accepted" the changes and worked, so that's just my default advice now, to use BP mode.
