DayZ just isn't like other base-building games where you can just go nuts in a sandbox mode. Sandbox mode just won't work here. Your only option is, like you said, making your own server and turning on godmode.
Literally every server out there has rules to base building... as you cannot build massive super bases because it plays havok on the server. But what you want is a good PvE server, most are easy, start with a butload of cash so you can start building right away..
I am not a Computer guy, but even I figured out how to run SP in this game. Running SP will allow you to add mods you want. Like base building plus etc. It will also let you run admin tools and has its own editor. (both can be used to give you unlimited (whatever the hell you want)
You will not find a server that is to your liking. for above mentioned reasons. Making an SP on your own is ur best option. Just do a google for Dayz SP. It so easy even I could do it.
