Vehicle spawns are controlled by the Events.xml, and no edits to the standard types.xml should be made for vehicle spawns.
The Bad News: Yes, RNG can be a pain in the butt so even if there aren't other players on your server, the M3s can spawn in some fairly remote locations, and unlike the convoys or helicopter crashes, they don't "rotate" by despawning / respawning elsewhere. So, where-ever they (the Vehicles) are, that's where they're going to stay til you find it and get it moving.
A question for the OP: have you found any vehicles at all, or is it only M3s that are missing?
One of the M3s I've had the pleasure of using I found on one of the dirt (ie. Logging) roads which runs from Tridolini to near Msta, south and east of Staroye. The location was marked as a possible spawn, so I was quite pleased to find it there. It came with a drawback, though: either by RNG or by other player action, it was half stuck on a static pile of logs, and took quite a lot of pushing plus more wheels to get unstuck.
Also, be sure to check the Inventory of any M3 you encounter thoroughly. They can spawn (I think) with wheels in storage rather than on the chassis, Or someone else can stash the tires in there. By default, it's 600 Units of Inventory, plus specific slots for 100 planks, 50 logs, 50 pieces of sheet metal, 4 Barrels, and 4 Crates. And Yes, the Barrels and Crates can have things in them.
