Pretty sure whoever wrote the steam announcement I read yesterday isn't legally allowed to lie about that sort of thing.

Why would someone go on the internet and lie ?
Look at it this way: If they can potentially stir up some fresh activity from players who long ago left the base game behind, it's a net positive to roll the DLC into the base game. Rather than eventually winding up like, say, stellaris or destiny 2, with a whole damn laundry list of DLCs to buy if you ever want to play the entirety of the game's content.
They are a generous company that know that adding more content to the base game will generate more sales of their 12 year old game that they are also offering a DLC refresh to, like they do for literally ALL of their games.. in Arma 2 they did Operation Arrowhead, in Arma 3 they did Apex... They sell a DLC map with lots of new features, and add all of the content created up to that date back to the base game so that previously existing customers also benefit..
BI are what gamers dream of in a company, but somehow get treated like they're cash grabbing... It makes me hate this community.
Ignoring that, $30 for Frostline is a complete and utter scam of the highest level and anyone who pays for it is encouraging scam pricing. Arma 3 Apex not only had a bigger map (100km vs 83km), but it also came with a wide assortment of new vehicles/weapons/attachments/clothing, a new campaign, and a new military faction to go with the campaign. Not only that, but Apex is only $25 for all of that while Frostline is $30 for just a map
If $30 map DLC is "generous", then I don't want to know what "scummy" levels of pricing would be ($45-60 DLC)
Nobody's stopping you from paying an outrageous price for a map DLC, but I'm not going to stop saying how stupid the pricing is. I even discussed Livonia with my friends and the first thing they said was that they waited for it to be on sale for $10 because $14 was too much for them to want to spend on a single map. This can further be shown by the fact that it only has ~2,000 reviews across 4 and a half years which, when you compare it to DayZ's ~390,000 reviews over 10 years, makes it not look like it worked out all that well. If that's how it worked out with Livonia at $14, how do you think it's going to go with Frostline at $30?
Also, Steam cut is only 30% with the added benefit of only charging a one-time fee of $100 to list your product on their platform. I'd say that's a pretty sweet deal for being able to keep your game permanently listed on the biggest PC gaming platform
