I uninstalled the DayZServer from Steam, then installed it in my C: drive, for a change, verified the contents of the install (all files verified), changed my would-be server name to Killroy, then put in the batch file (got rid of the space and basically copied the above example), changed the server name in start.bat and serverDZ.cfg to "Killroy" and you'll never guess what happened...
(drum-roll, please...)
The same darn thing...
When i click on the start.bat file, a black box immediately pops up with the heading/tab "Killroy batch"
and under it, white letters on black background, it says:
"The filename, directory name, or volume label syntax is incorrect."
(12:37:00.47) "Killroy started"
And over and to the right of this is a smaller white popup box with an X in a red background followed by the message:
"Windows cannot find ΓÇ£DayZ Make sure you typed the name correctly, and then try again."
The only response option is to click "OK", which accomplishes nothing, just another go around.
(insert evil-looking Skull and Cross-bone symbol here, writ large!)
I'm sorry I could not have been more help. It is a really odd situation, for sure. The only other thing I can think to suggest is to use Windows tools to make sure you don't have some error or corruption of files in your Windows installation, similar to another user who had a slightly different problem, but also a very stubborn error message.
You were a great help, and you put in a lot of time and effort on this, and for that I thank and commend you!

It just might be something like that.
Given that I'm (presumably) doing this the same way others are, with success, and given that the error message is one of those nasty Windows things... the problem must be there.
Thing is, I built this PC a year ago, it's running Windows 11, and it's been running great.
I haven't had a lick of trouble with it, including running a ton of time-wasting Steam games, perusing the internet, and occasionally writing a letter or document.
I suspect that somewhere out there, there's a Windows 11 nut who would know right off what "ΓÇ£DayZ" probably indicates.

That's all I have for MY local server, and I've had no issues yet. That file is in my SteamLibrary > steamapps > common > DayZSerer directory.
that is plain wrong you can start the server through steam without needing to create a batch file. you just need to enter in the DayZ Server properties in steam under Launch Option "-config=serverDZ.cfg" to tell it which config to use, afterwards just press play like with any other game.

But without a batch file, how do you indicate what mods (like reduced hunger & thirst, increased stamina, no respawning of zombies, and starting out well-equipped, with a nice assault rife, and a bunch of tasty steaks, etc) to load?
(brings back memories of the ridiculous amount of time I spent modding STALKER Clear Sky files before I finally figured out how to get issued all the best stuff before even leaving the base! Ah, those were the Dayz!)

-config=serverDZ.cfg was already in server launch options, so
I renamed the start file Xstart, started the DayZserver in Steam, then the game, and there, at last, was my long-lost DayZserver!

Not sure how I missed Posts #'s 28 and 29, where someone told you to add Launch Parameters in Steam Launch Options, and you did.
I'd suspect that if you delete the Launch Parameters, that your Start.bat would work at this point also.
I just might try that one of these days- i suspect you're right.
