Depends on which house, and the layout of the stairs .. they might have just been able to see you, while you could not see them.
Absolutely no possible way he could've had any sort of sight line on me whatsoever, but it's just how it is on official servers

Why is hackers always the default position?
Maybe because you can't shoot through this floor... or because a shotgun has almost no penetration power. But hey... i guess that are just little obstacles for a true expert veteran.
This is also one of those piano buildings where there is no sight line into the office room from outside since it's surrounded by flat landscape and the only raised elevation is on the opposite side of the building. I also heard the shot from downstairs at the same location the voice chat was coming from and didn't see anybody standing in the room with me during the brief glimpse you get after you die
I may not have the hours that you do overall, but I can say with certainty that more of my hours are spent PvPing, so I know a lot about sight lines and 3rd person peeking and locating the source of audio in a 3D space, so I have 100% confidence in saying it was a cheater
If you play a game like Siege, then people know that you're gonna have a PvP-based experience with the gameplay, so hours can be a VERY good gauge on someone's game knowledge. However, DayZ has the ability to be both PvE and/or PvP, so someone with 10k hours could have spent all 10k of those hours in PvE, all in PvP, or a mix of the two. In my case, I would say that 75% of my legacy play time (~1,300 hours) was spent PvPing or at least residing in a PvP environment (looting places that have confirmed enemies nearby) with the other 25% being in low pop/empty servers messing around with friends or gearing up to join a PvP server. That is 1,000 hours of PvP-based experience in this game specifically which means I have a lot of knowledge about what to and not to do when it comes to positioning, shooting, and locating sounds

I have a lot of anecdotal evidence on this. Someone once mag dumped me with full auto through the wall of the "land cementworks" building in the Max Quarry. They basically did no damage, even less than getting punched out by zombies.
It was silenced and the rate of fire was very fast, so I'm guessing LE-MAS.
Anyway, I took a LOT of hits and went uncon (probably hit my helmet too), but I was still at white health when I woke up, and only 1 bleed. I was on the lower roof outside, and they were inside the hall, so they didn't have line of sight when I was uncon.
There is no tool to report it. So they can do whatever they want to...
The level of anger you show in no less than 3 separate comments, and 3 separate posts in the span of 10 minutes, tells me everything I need to know ..

Seriously, this guy's just stating pretty common stuff regarding cheaters:
- Tired of dealing with cheaters
- Cheaters like to be egotistical when they interact with you
- Provides an example (no matter how detailed or short) of an encounter he had
- Makes a valid point that this game has no report function
Also, if you were desperate enough to look into his post history for something to say, you'd see that he is from Argentina and English is most likely his 2nd language. I don't know if you know this, but non-native speakers tend to say things differently than native speakers because they didn't grow up with the language as well as having their native language conflicting with their 2nd language. In a lot of instances I've encountered when speaking with non-native English speakers, the way they say things can come off as offensive because, like any English speaker should know, English is a ♥♥♥♥♥♥ up language beyond the level of any other language in existence with thousands of special cases that go against defined rules of the language
TL;DR
Not only is Isla's post perfectly normal, but it isn't even phrased in a way that goes beyond standard outrage that any buyer of a product would have regarding dissatisfaction with the way things are done
