Your "they have been stripped clean" nonsense doenst hold up. Why arent the houses next to them empty? Why arent the garages that those people used empty? For your idea to hold any water, for some reason the people who lived in those apartments have to be the only people that for some reason picked their environment clean, yet no one else did.
There is no good reason why they dont spawn loot. There is also no good in lore reason why they dont have loot. And any they picked clean nonsense can just be applied to any other area with a high population. Your hypothesis holds no merit.
If you don't have your stash, you are not prepped very well, now are you? (In the game, or IRL) .. But I WAS talking about the GAME in this case.

Because it's a GAME, and the Developers made a choice of how and where to distribute Loot. Your tantrum in this PLAYER discussion forum, will not change that.
Either way its either a trash explanation in lore or the devs being stupid.
Nothing about my comments have changed, and your lack of ability to understand, is not my, or the game devs problem. The tenements are where the poorest people would have lived. The poorest people have the least amount of stuff .. after using what they can, and the rest being looted by others, there would be little to nothing left in the Tenements .. The Downtown areas, with their Row homes, where people with more money, and more things, lived, those people would have left more things behind, because they had more to start with .. If you're half-way honest, it all makes perfect sense. Instead you prefer to have a meltdown, and complain to other players.
If you feel so strongly, go to the Bohemia forums, and make a suggestion directly to the developers .. or stop being scared to actually play the game, and get out of hiding in the apartments.
I guess all these people had was a table, a chair, and a sofa then?
C'mon, we ALL know us rich people don't live in ghettos like those,
we live in the country so we have a "buffer" zone between us and
"the great unwashed"..
