for community servers its easy to enable the lootspawns with the missionfiles, no need for mods.
SOME of the apartment blocks DO spawn minimal loot. SOME of the apartment blocks do not spawn any loot .. It depends on which town you are in. This is absolutely how it should be. In a mas emergency situation, such as DayZ is set in, high population centers will be the most "stripped clean" of anything of value, as people gather their stuff, and head for the hills, so to speak. "Preppers" don't live in high-rise apartments.
Also, you don't need to "buy a server", you can set up your own LAN server right from the Steam Library.
You seem to be ignoring the entire Eastern European theme here, that those large tenement buildings are the low income, "poors" of society, that never had much to begin with .. contrasted with the down-town areas, with their more ornate, and expensive single family row-homes, where residents had more to begin with.
If thats the case, Cherno, Novo, Electro, Berezino, Novaya, Severograd and Zelenogorsk should all be empty. I am just saying for your opinion to be self consistent all of these major towns with large populations should be devoid of any loot just like the apartments in Cherno.
I am saying this is not how it should because why waste a good area of the map? There are many food items in game that in reality would be long rotten by now as they arent being produced. Why are their fresh Zucchini's in random places that no one lives anymore?
There are even medical items that dont keep for as long as this is after the apocalypse, they arent being made anymore, they certainly arent being shipped to Chernarus and then taken to hospitals.
In this case the Cherno apartments spawn literally nothing, they arent low spawn rate, they are literally not spawning a thing.
2. Relatively speaking, those areas ARE empty of anything of value. There is no high tier clothing, or weapons, and very little ammo (small stacks of a few bullets or shells, no full boxes) .. This follows exactly as I said in #1.
3. Again, this is YOUR OPINION of how the developers designed the game tiers, and decided to disperse the Loot .. Feel free to design and code your own game.
4. This goes to you not understanding the lore and time-frame of the game .. The game is not set MANY YEARS later, the entire Infection Outbreak has happened in recent history, in the game universe... and it IS a game after-all .. The devs have to balance things out for the best experience of the most amount of players. They can not be bothered to cater to your specific wants.
Yes, your exaggerations are very silly. The tallest buildings, are maybe 6 floors, with 1 or 2 accessible apartments on each floor .. All the other apartments, have their doors barred shut.
So why would only the appartments in cherno be stripped of value? Also not the houses next to them or the garages that the people who lived there used, just the apartments. The mental gymnastics is insane. You literally say "most stripped clean". In this case its only the apartments.
But some loot is infinitely more than none. It doesnt have to be years. It can be months or weeks and what I have said would still hold true. Days even in some cases.
"Preppers" live everywhere, it is just silly to say they don't live in apartments.

And as I told you, SOME of the tenements DO have loot, while some do not.
The bigger question I have for you, is Why are you spending so much time hiding in a 6 story apartment, instead of traveling north and getting the better loot, and getting some interactions? Maybe DayZ isn't the game for you.
