Having problems with my local server
I made a local server to play on my own to just mess around n what not. and it works fine in vanilla but when i add mods the server decides to eat all of my ram and i end up getting an "out of memory error"

I did read that changing the swap file size may help and I did that but i dont know if i did it right but it still gives me that error anyone knows a fix to this issue? just wanna play with mods on my own :(

I've been playing with a fair amount of mods on my local server and never had memory issues — server takes around 4GB to run on a machine with 32GB of RAM, which leaves plenty for the client.
Perhaps one of your mods is misbehaving? Try deactivating some and see if the memory usage becomes less severe, then narrow down which mod(s) specifically is the culprit.
If you have a lot of mods, doing a "bisect" will significantly reduce the time to find the culprit: deactivate half of the mods and check if the memory usage drops. If it does, deactivate this half and reactivate the other one. Then deactivate half of that, etc. Keep doing it until you find the misbehaving mod. Should require only a handful of restarts.

-How much RAM do you have?
and
-What Mods are you using?

You are using THREE different Admin Tools .. COT does not play well with the other two, and, last I tried to use it, was broke. Stick with just VPP Admin Tools, or VPP+Zomberry.
