Once you don't need it anymore, they'll be 5 copies in the next town/military base.
- The restock time is 4 hours which is the typical restart time for most servers
- There is a minimum of 50 and a maximum of 70 pliers that can be spawned every restock/restart
- The cost (AKA percentage chance of spawning) is 100, which means there is a 100% chance that the minimum amount of pliers will be spawned per restart
- Only pliers spawned in the game world count, so pliers found in containers do not count towards the 50 minimum or 70 maximum values
It certainly is an intimidating document at first and certain values will have to be looked up to understand what they mean exactly. For example, quantmin/quantmax only affects items that have percentages/variable stack sizes such as water bottles, gun magazines, spawned stacks of bullets, and so on.
