lets check the obvious things first.
First of all... are you SURE you do not have a VPN enabled? where did you check wether you have one or not?
What Antivirus do you have? are you sure that the AV doesnt have a build in VPN? cause quite a few of them actually do. Andy many prebuild computers come with a 3rd party AV. If you have anything other than the windows defender, try disabling that.
Next..... What is the ping to the server you are trying to play on. Becaus if you really do not have a VPN enabled, it is most likely a ping issue. Your ping might be too high / inconsistent with the geoip reported to the server.
Using a VPN is not in and of itself, a "bannable" offence, but you will likely never get a connection when going thru a VPN service, because Battleye can detect the use, and always errs on the side of Caution. It is well documented, do not use VPNs when playing games with Battleye (or other ) 3rd party Anti-cheat software.
OP's options are Limited, at best. The first step they should be taking, is contacting Battleye directly to confirm their ISP is not IP Region Blocked by the Battleye service (changing to another ISP in the same Region, will not change the REGIONAL IP address Blockage)
It's apparently using the same VPN detection service as the Battlemetrics tool that many community servers have.
And you're not using any kind of "ping booster" software/service or similar? Some of them use VPN to supposedly improve your connection.
BattlEye has nothing to do with blocking VPN's. BattlEye is the service that DayZ uses to administate its servers. BattlEye isn't responsible for community mods that servers use to block VPN's.
CFTools and other server management mods have the ability to automatically block IP's that they deem suspicious.
These tools aren't foolproof. They use a combination of factors to make an educated guess if your IP is "risky" or not. These tools are often wrong, and will blacklist legitimate IP's such as the OP's. Meanwhile, there are many proxy and VPN services that easily bypass these tools.
These means that people who are VPN's aren't punished, and people who are just legitimate players are punished. What this ultimately means is that the quality of the average players in DayZ is so low that admins feel the need to take protections which risk the banning of legit players because the net-trade off is worth it in their eyes.
The way they see it is: should we ban a few legit players so we can also automatically get rid of many bad players? Why not?
