Spaggies, The Saviors, Mostly Vanilla are can be good for vanilla-ish, but both have scripted unlimited stamina and I think Spaggies is 1PP only.
For survival type servers, The Last of the Huntsman, and the Has Fallen servers are great (but hard). Both in the US.
I gave up looking for a good server a while back, but continue to play on Huntsman and Has Fallen from time to time with a few friends. Huntsman has me going back often as it has a weird health mod that you have to pay allot of attention to, and the player encounters/hold-ups/raids have been pretty entertaining!
I run a private server for friends these days as public all have some kind of toxic thing that ruins it for me, or are just too CoD easy-mode/PTW grindy.
Try Huntsman and Has Fallen. The Saviors is pretty good in theory.
If you were worried about "more hackers on modded" it's not that there will be MORE hackers, it's just there is an admin team there to potentialy spot and ban them. The tradeoff is on Community the admins themselves, or their Donators may be toxic or even cheat with admin tools. How often that happens if open to speculation.
My server is lightly modded. It's PVE.
It has tamable dogs, bicycles, NO drive-able cars, and about 10 other types of new animals roaming around, like rats, cats, otters, etc... A few extra clothing and bag mods too. The vanilla clothing and bags get kinda old, so more were added just for variety.
Oh and lightning can strike you/do damage, and zombies can knock down doors and hit you if you stand on some objects... and zombies have much more random size, speed, and ability to detect you.
Sounds awesome Idaho! Glad there are still some interesting survival based out there! Wish I played there!
Yeah, I think unfortunately this is the way DayZ has moved. Too bad as it can be a really fun survival game if folks jsut let it be.

Unfortunately, once you 'figure out' a server, even the most hardcore become boring. If only there were a way to truly randomize your experience... Maybe someday that game will release.
Actually if I spent a few days configuring every single aspect of a few mods, the zombies would be truly random and nearly impossible to predict... Maybe this winter I'll get on that. My plan is to release a new extremely hardcore server based on the Bitterroot map... But I gotta wait until farming season is over, IRL... about 5 weeks to go...
I'd love a mod where zombies would quietly follow you, breakdown doors and be able to climb walls and ladders. It would also be cool if you could skin zombies and make a zombie mask that would reduce your chances of being detected by them when you're wearing it. (Walking Dead style). Also on a unrelated note, being able to drag players (as prisoners or dragging another player to safety) would be an incredible addition
I'm not 100%, but I think the PVZmod that modifies zombie behavior does have a setting for a 'mask' that helps you blend in with them. I saw in there something about bloody hands as well... I'm assuming that if your hands are bloody, they leave you alone... Maybe...
