100% agree, A ping under 150 should be good for the area you live in.
For example, a low ping, 100 or under is more likely to be "local" IE:
Based in the country you live in or one that is close.
For example, here in Australia, 95% of American and Euro servers
have a ping of 250 or more making them hard to play on.

"Timeouts are not a reply message: they show up when there isn't a reply and a server request is not fulfilled in a predetermined length of time. A server connection timeout error does little to tell you what went wrong or why the error happened: it just identifies that the error occurred. Timeout errors can happen for a number of reasons. The server, the requesting device, the network hardware and even an Internet connection can be at fault."
So BI's definition for the Timeout is dubious since it assumes the player's network was the root cause. Kind of the same mindset as player's thinking anything that goes awry in DayZ is the devs' fault lol
The high ping error refers only to the fact a player has exceeded the server ping limit but is still in communication with the server. Think of it as a slow talker as compared to someone that has to answer a question within a certain time but doesn't - like a gameshow contestant.
I've recently been getting a few of those Timed Out messages myself on 2 different systems and there's little debugging info to hunt down the cause since the root cause can be several things beyond the player control. All you can do is make sure what you do control is tuned up and get a patchcord to replace the WiFi.
DayZ is janky and everyone knows this, yet DayZ fanboys are quick to blame the user or their WiFi even when they have no idea what they're talking about.

This not to say that DayZ netcode is perfect
that would be like scrapping your car because you got a flat tire instead of just fixing the tire lol
if it was the game then we would all have the same issues that you mention and we dont so yes its on your end
watch any dayz streamer they play for 8 plus hours straight with no issues, the running manz last video was nearly 15 hours and he didnt get any errors
1. DZSA Launcher
2. Locate server name
3. Click "PLAY" button
4. List will drop down
5. Click "LOAD"
6. Server Menu Opens
7. Click "PLAY"
