Are punch card able to use unlimited ?

I use it and it didn’t get ruined that mean it can be use again ?

I must have killed about 6 of these officers and none of them had anything on them... And if someone collected 5 cards, placed them in a barrel in their hideout and logged out, does that mean those cards will no longer spawn????
