If you're around where you spawned, chances are a lot have already been trough there.
So stage 1: Get off the coast.
Head inland and loot the smaller rural villages and towns which people often bypass.
Remember to eat apples and berries to keep your hunger down while heading inland.
3mill+ potential loot spawns after all.
I think with the CLE there will always be something for the wanderers to find, as long as you are pretty random with your looting path/post apocalypse hobo journey and don't get so unlucky that you follow the exact path of another hobo the whole way.
The hoppers are spoiling themself if they keep hopping the same locations, they will at least have to get a bit creative too.
