You can also use the NVIDIA contol panel to set the v-sync to half your refresh rate ie 30 fps on a 60hz moniter, This also means you dont have to run another program in the background. Also if you use any temp monitering software like msi afterburner or evga precision x they have a framerate target option and you can set that to 30fps. Hope this helps :D
Not correct, If you dont know the answer dont put anything.
If the framerate is capped at 30 fps it will allow his eyes to adjust to a constant fps instead of being able to see the drops when he goes into a town. When he says the game runs smooth as butter he is meaning the drops are no longer there so he is able to have a consistent experience.
Also casual gamers (not saying the OP is) who come from console are used to sub 60fps ie 30fps capped games and feel that they are smooth enough and would prefer a constant 30 fps rather than a variable 60 then 40 then 50 then 30 framerate. NO FLAMERINO :D
