False, they are attached to the boats hull that gives a pivot point for rowing actions unless you are talking about adding a canoe and not a row boat.
No, one person rowing is different to two people rowing, one man has to manage both oars where as with two people rowing only one controls an oar, that is unless you are talking a set or oars for each person.
I still think boats should be in DayZ but in the terms of a row boat over a powered boat there is much less to do at least in what i'm thinking than there is to do with a row boat in terms of putting them in to the game.
