Environment is a huge factor, if it's raining, the infected seem to actually seek shelter next to buildings from the downpour. Even a chicken, with a brain the size of a pea tries to get out of the rain, as they say. Also, the sound of the rain will mask the sound of your movement. If it's not raining and one ags on you within hearing distance then more will come. Like the man said if you fire an unsuppresed pistol or rifle they'll come from all over in a city.
Even out in the country I've encountered the infected being attacked by wolves, which is great for the player, lets you know where the wolves are and makes them easier to avoid.
Beware the infected at night, currently they have much better night vision than we do, which sucks.
Personally, I try to leave the infected alone as much as I can, since they make pretty reliable and are the only available "guard dogs".
