modded basebuilding like expansion or BBP just mean massive squads.
one of the servers i know have constant issues with massive groups. im talking like 40+ people in a single base and the admins constantly need to tell these groups off and to downsize. but this server also has a group limit for amount of people that can actively play together of 5. so even if they have a group of 40 people they will be breaking rules if they roll around with more than 5 people.
i would recommend lightly modded servers like dayone or zero and a few others
they have no base building or vanilla. these servers groups you see typically are people that meet each other ingame and use ingame coms and typically is super fun and you meet and team up with alot of new people.
but if you want a heavy modded base building server i would recommend terminus.
this is the server i was talking about before.
it has expansion basebuilding (edited to be harder to build) and with the active group limit you dont see groups larger than 5.
but this is a very pvp orientated server so basically every group is using discord and they have group markers and is alot like a war that you seem to be trying to avoid.
just making this suggestion because it is a good server but just very pvp focused than the more traditional dayz experience.
it just depends on what you enjoy more.
would you rather a more proper dayz experience where i would suggest zero or dayone.
or would you rather a pvp heavy experience where i would recommend terminus.

And this guy up here is not 100% right.
Popular modded servers are heavily monitored, admins are active and looking for suspicious activity instant ban for disrespecting the rules. no one want to be spared off their friends, and they do respect limits. people who don't are people who are making content, telling the other ghosted team to go in that area, get wiped with crazy scenery skills, and get credited for a couple peanuts. you cant just be a team of 12 and looting a MB in a condensed server, they will actually get ♥♥♥♥♥♥ because they are so visible and any snipers will take em down like practice targets. and im this sniper, i never ever encountered more than 4 people either in a MB or cruising around up north in chernarus.
For raiding, admins knows when a base is actually, real time, raided. if you can get a raid-notification, they also have for administrative purpose.
Seriously man don't mind it, just play your style and you will enjoy any servers , depending your opinions on that, but there is no big problems in here. the real problem is hackers/cheaters and streamers who wants to make content with people who wants to get credited for the "" risk of ban while disregarding the rules ""
one tip if you want to be safe in case you get ratted, always clip !!! always clip to help admins.
Official servers are where the real game is.
