also with modern videocards it can often be as simple as turning things like DLSS or just use regular vsync with tripple buffering.
Uhh not really. It's 6+ years old game and runs smoothly most of the time until some performance destroying bug hits.
I am glad you said this because you know it is possible to run right on your pc.
That being said... Something is wrong on your side. I run a capped 60 FPS. 8 core ryzen 32 gigs ram... BUT my vid card is am old 750ti as my main broke. Other then ram your system is better then mine.
Do the basics first, check GPU drivers for updates, check on background programs, restart/reset modem/router.
This reverts back to 'optimal power mode' on me occasionally during driver updates and on certain games it makes a difference - worth a quick check.
