It isn't "suddenly". You get enough warning time beforehand.
I think it is just like everything else. You get used to it, learn from ur mistakes and adapt. I know some people dont like the toxic zones, But I have not been hearing a lot of complaints about deaths. Some sure but it does not seem widespread.
If you see the red flare in the sky or at night more likely you woder why the buildings take onon a red tinge then get out of town now or if you are in a spot hiding form players get ready to run as soon as you hear the screetch and run 150m away from the flare or the shell air burst. If you sprint you can easily dodge it, and if you are in a town with a tall buildig go to the 2nd floor and you will be above the gas and can sit out the next 30+35 miutes safe
Your description has an uncanny similarity to the gas zones my dog produces.

I think during the last five minutes of a dynamic gas attack the zone radius starts to reduce towards it´s epicentre and the gas decays so mabe that was what was experieced that the gas zone was reducing in radius and there was a desync between the aimation and the actufal affected zone
