There are lots of guides around on how to set it up.
It can be set up on a dedicated or on the same machine you play on.
i wouldnt recommend playing it on teh same machine. thats very taxing on your hardware.
In this thread it was mentioned that its an option to host a gameserver on the same machine you play on. This is a valid option for soloplay if the own machine isnt a potato. Nothing more or less.
Got a local copy of my internet gameserver running on the same machine i play on for testing/updates etc, and still got max fps while connected to the local gameserver which also does run with high server fps. Mhh 😋

that wasnt a troll. i own several rackmounts. and have operated actual servers for years. but the instance that you said, has literally nothing to do with your knowledge base. anyone can run a single instance of any server on their machine, but if you did pass any general education anywhere, youd realize the context of his question was likely to play with friends only.
I speak from experience, I have done this myself as have many others, and have had zero issues running a server and the game on the same machine.
Seek out a guide. You need to set up the server config file. The error you are seeing is due to the server config file not being set up correctly.
The process is not complicated and shouldn't take more than a few minutes.
If you choose to go the "batch file" route it is a little more complicated but it isn't necessary. Use the simpler method if you prefer.

My machine has no issue whatsoever running the server, and client with 10 or more people playing with me with no fps loss.
It also comes down to how much bloatware you have installed on your system, and that includes the disgusting pile of garbage called Discord. That is one of the worst darn things to have installed on your computer.
