I guess the reason of the absence of outcry can be found in the fact that unless you are trying to shoot someone chasing you with an axe with a chambered pistol, most times you just fire bursts or many rounds into someone at short distance, so the actual defect in the hitbox is not that noticeable to be game changing.
Also, same as a shot in the leg doesn't make you limp, or a full power bullet doesn't flatten you when wearing body armour, makes sense that any head shot not hitting the brain is not fatal.
Though I'm pretty sure it would knock you unconscious.

dunno about the 60 hp for the head but even if that's correct, you'll only have 5 hp left after being hit by an assault rifle bullet and won't run far anymore for sure (if you're not knocked out).
but granted, it's a bit unrealistic (I guess in favor of enhanced gameplay).
BK-18, CR-527, Repeater, SK 59/66. Not all weapons shoot in auto mode.
5.45, 5.56, .45, .357, 7.62x39 and 9mm requires two headshots in a row, .380 requires 3-4.

It doesn't. Go ingame and shoot someone in the head with a 9mm.
30% chance they get knocked out.
With a helmet, the chance is like 1%.
Those 5 hp are still in the head. You need to land 2 head shots in a row.
If you switch to torso, you are dealing with a different health pool.
Torso has separate 100 hp. Doesn't matter if the head has 5 hp left, it doesn't affect the torso.
