If the server is for more than one player you could increase the global's value, but it will have limited effect unless you have a high number of players on the server to activate spawn zones.
The best way to do it is adjust the numbers of infected that spawn per individual spawn zone.
This is done in the "zombie_territories.xml" and "events.xml"
1. Increase the "Dmax" and "Dmin" values in "zombie_territories.xml"
2. Increase the "nominal><nominal" values in "events.xml". You may also need to adjust the
"min></min>" and "<max></max>" values in that file.
This will increase the infected count for each individual spawn zone.
Edit: DO NOT adjust values for infected in the "types.xml". Those values are meant to be set at zero.

Most PvP servers I've played will heavily turn down the dmax and dmin because large amounts of zombies randomly spawning is an easy indication that a player entered the area. I've noticed with with the default dmax, enough zombies can potentially spawn to lag the server (if all the players were in different zones and spawning zombies).
IMO it's best to turn the static zombies down a little bit, and then turn down the dynamic zombies by half or more.
Unless you are using a good dedicated pc for a server and even then you are best to not have static zombies, This can have a big impact on server performance as the server is spawning zombies all the time when they are not needed, there is no need to have zombies if no players are in the area.
so just mess around with the dmin and dmax zombies, They will spawn in when a player gets close which is all really need.
If you do use static zombies then dont spawn loads, If your server as a lot of players on it then its also not good idea to spawn alot of dynamic zombies as if you have players all over the map and the server loads alot of zombies it can have big impact on server.
