Persistent items (tents/barrels/ect) tend to be already owned (as do most high end guns/equipment). You will most likely have to find another players stuff and steal it (and its contents), or kill someone to get the gun you want. Persistent items will survive server restart, and remain persistent as long as a player interacts (opens/views/moves) with the item. If they don't interact with a tent/barrel/item for a period of time then it will be cleaned away and respawn as a new item. The period of time is different for different items.
Loot can respawn every 5 to 10 Seconds in the Area the Player is playing in.
Previous triggered Loot which despawn Timer has not run out, will also be there.
For example: 50 Boot Shoes can be triggered to spawn. 7 are in Town triggered to spawn by my player, because 50 boots available to spawn.
That means on the first Days you find plenty of Shoes triggered to spawn all around the Players.
But if some of those shoes despawn or are taken by players, they will not respawn directly to fill up to 50 again. Server owners can set when Shoe Variable = 0 and 1 or 10 shoes left on map, set Variable back to 50 again or they can also set wait 10 hours than set Shoe Variable back to 50 again, so that it would be impossible to find that item for certain time.
Also if only 20 M4s can spawn and its marked that player carried m4 count as on the server,
than on a full server all m4s could be spawned in the west or are carried by players and no m4s spawning in the eastern military places in that time.
