There used to be an offline mode directly in the launch options for the game itself. Don't know if that still works. The downside with that option is that it is not "persistent" so you'll start from scratch every time you reopen the game. The server method doesn't have that problem.

Check the workshop for any mod you might be interested in, after that it's not complicated to install them, that same guy has vids on how to implement mods on your local server.

Dont play semantics. We all know he means without other players, not literally with an offline PC.
Yes, you can run a private server, and play single player on your own PC or LAN server.
No, you can not play DayZ in "Steam offline mode", even though that's NOT what the OP asked. DayZ requires Internet, and a Steam connection to play.
