Report a translation problem
If you're on 0.62, was the car in its spawn point, or crashed and abandoned? Even if all the parts are pristine, the car entity itself may be ruined due to structural damage from impact. If that's the case, you must destroy the car with a matchbox so it despawns and respawns in one of the predefined locations for its vehicle type.

Also, if it's 0.62, turn on the ignition and check the gas gauge on the dash. Is it empty, or full? If it's full, you can't add more gas until it depletes a bit. Also keep in mind you need about a cooking pot (or 2 PET bottles) of water in the coolant system, or the engine will overheat and the car will be ruined, as it would in real life without coolant. Many players forget to fill the cooling system, and they don't bother to despawn the car after the engine is ruined.
Finally, are you trying to fill it in the proper place? I forget where the gas cap is on that one. Sometimes crouching helps the interation prompt to show up.

As for the new update, I can't even join servers despite checking the proper version box (white X) and validating my files. So no, I haven't been able to play the new update, at all.
