Can't find apples 1.0

Every apple tree i find doesn't have any apples at it's base. the only apples i have ever found are on people

Surely they would respawn right? plus i find apple trees inland next to a farm and theres nothing there

they only spawn when a player triggers the spawn. Once someone goes near them, it takes like 10 min for them to drop apples. So I trigger them, loot up for about 10 min and come back.

You can go back and forth between small groups of fruit trees like 50m. Try not to be in to much of a rush so the fruit hsd time to spawn. i haven't had to much luck in the big orchards.

I've run back to the trees 5 times for the past 15 minutes and nothing has spawned

They are all over in the orchards and along roads. Have yet to have problems finding them. Along the more traveled routes yes can be sparse, get out in the boonies they are all over. Not a bug plenty out there. And yes they can be found in the smaller villes, and occasional city orchard, but again players passing through before you have 'cleaned' up the supply.
