If you press "V" it changes 1st and 3rd.

If V is vaulting/jumping then Numpad Enter should work and if it doesn't then you are on a server that doesn't allow it.

To go prone, it's the same key as crouch. You just have to hold that button until prone.

OP said V is for vaulting so he's playing 0.62. That means Return swaps between 1st/3rd person unless you're on a 1st person only server. Tick the "Third Person" box in the server browser to make certain you don't end up on 1st person servers.
