Open that folder with notepad.
In the file you will find 2 setting options associated with view distance (viewDistance, preferredObjectViewDistance)
change those values to the number you wish to use.
I have both set at 3000.
viewDistance = The total amount of terrain surface view distance.
prefferedObjectViewDistance = The total view distance in which objects will be rendered at.

While the "maximum" view distance may be set by server. you can still set a custom view distance which is lower than the maximum limit.
so technically you can still increase your view distance.
For example...
Your view distance in settings is set at.. say 2000 by default, but the server settings are at 5000.
that means you will still only see 2000 view distance even tho the server is set at 5000.
So increasing your view distance in the settings file will allow you to actually achieve the Max view distance set by the server.
I have tested this myself to prove its legit
viewDistance=2200;
preferredObjectViewDistance=1375.8242;
Client side defaults
viewDistance=3800;
preferredObjectViewDistance=3200;
Have a local server & have never touched these values, server or client side.
Could be different on hosted servers?
server side value of 1375.8242 is just rather strange? precision measurement there!
looks like a phone number rather than a game setting. lol
Edit: Forgot to add, client side more than likely overrides server settings.
As the server side, server console is only text.
Thought about that after I jumped in bed last night.
But there are a few things where client side settings override the server setting.
