with your logic 60 slot servers are never "high" populated, as there are 120 slot servers to find.
else, yea the browser needs a lot of optimization. many filter options not working proper, cant add new favs, old favs not listed, modded servers need a seperate tab.
Get better internet.

Inferior hardware, poor internet, it's never anything like that but always the game itself
Check your drivers are up to date, windows updates and even chipset drivers, maybe you even need a BIOS update too.
Patience is key.
However if you continue to post on this issue or hijack other threads you may well be moderated yourself.

I run an uncapped, 100 mbps connection over Fiber, and since my (and others) browser works perfectly well, it points in fact, not to the game itself, but rather something client side. A poor or slow internet connection WILL cause the server browser, and the game itself, to be slow and/or unresponsive. Most of the critique being leveled at the game on these forums, are the result of either bad internet connections, and/or dubious hardware client side.
Hey newsflash for you buddy, server browsers existed for decades now, even back when I was on copper wire and Athlon 2200, the server browsers worked perfectly fine for games of that time, with any numbers of found servers. Today Rust/7D2D has no problems with those, like thausands of other titles.
Also real shoker for you pal - server browser performance is not something engine/hardware/internet limited, those existed in era of windows 98, and only hamstringed by terrible logic of populating the list.
How does it even crosses your mind to make arguments in range of 'you need better hardware to server browse'. Titan X and RAM timings adjustment maybe? Do you even see how absurd this looks ?
♥♥♥♥ it melts my brains, how is it even possible to have constructive discusion here when the absolute specimen comes in and seriously states that in order for server browser to run adequately you must have latest hardware and fiber optics. (btw I have it 300 mbps unlimited)

How do you explain then, that for some it works, and for others it does not?
I dont remember counter strike 1.5 or even half-life server browsers causing problems for anyone.
And is everything updated, windows, drivers, firmware and BIOS ??
I've had to do firmware updates for not only my main board ( shocker but your ethernet controler could be the problem ) but my SSD's and even my AMD Radeon Pro SSG's ( although they could be off setting possible issues ).
It's not just about the hardware but also the drivers, the firmware and proper configuration so take a xanex and look into what maybe the problem with your system and only when you have done all the updates, then give yourself an aneurysm.
