From the Google Cloud Dashboard
Menu > VPC Network > FireWall Rules
Create a new firewall rule for DayZ, here's what mine looks like:

Target tags: dayz
Source IP ranges: 0.0.0.0/0
Protocols and ports:
TCP: 2302-2305, 27016
UDP: 2302-2305, 27016
Then on your VM instance (I used Windows 2012), edit it and give it the dayz network tag so it follows the rules above.

Connect via RDP and go into Windows Firewall rules.
I couldn't remember if the ports were TCP/UDP etc so I just set the following for both TCP/UDP both inbound and Outbound.
2302-2305, 27016
I just ran the server from steam with the -config=serverDZ.cfg launch option for this purpose and changed the name in config file.
