Drivers up to date? Anything running in the bacgkround? Is your RAM installed in dual-channel configuration?
Is your 2060 the 3GB version, or the 6GB version? If its the 3, well, that could be the problem. Im not entirely sure how much Vram this game uses but i'll keep an eye on MSI afterburner's graph next time I play.

Edit: The game seems to use about 3.5 to 4 GB of vram at max settings with AA off @ 1080p

Nvidia sells no reference 2060 3GB models but some subvendors do have 2060s with only 3GB. Luckily, they aren't very popular (selling a card in that performance class with 3GB of vram in 2019 is dumb, imo).

Anyway, is anything maxing out while the stutters are happening? It might be difficult to get an accurate reading but it might shed some light on the issue. If you dont have multiple monitors you might have to get creative with dayz in windowed mode and task manager positioning. But if you see something like the disk for example is being pegged when the stutters happen it could help point us in the right direction.

Disk is always at 0% usage.I am standing in the forest now(high settings) and have 90 avg fps and 11.0 framerate. When I zoom in I have 79 avg fps and ~13.0 framerate.I think this 2.0 defference is that shuttering. But not sure.
