I wana see pics of you starting a fire under a tree.... whenever I try to start a fire even remotely close to a tree I get a pop-up stating "it's not safe to place a fireplace there" or "the rain put the fire out" (or something like that) I personally look for houses with a fire place that's MY work around for the rain then I just sit there with my gun drawn, aimed and ready, at the door for anybody who tries to enter and I'll just sit there watch a movie or something and just wait it out

^ this fire got me from hypothermic to warm and cosy. Note how close to the tree I am

but is it raining at that time you made the fire? Because trying to make a fire in the rain says "rain put fire out" before it even starts

And the only places i've had problems with this are on steep slopes. Otherwise it works fine (for me at least), also close to trees. Check the ground textures, grass is fine, not sure you can do it in the middle of a forest but most other places work fine

I'll give it a shot next time I'm in game and it's raining.... but I've tried before even shortly after the rain has stopped and still got the rain put out fire message
