Rogue if you want to run with an suit and possibly fuguitive/ghost skills.
Crook if doing a balistic armor build.
I've had much more success with the Rogue deck. The dodge bonuses are just better overall, and ballistic vests don't really have enough armour to justify the trade-off without more skills.
I'd go for crook/armor/dodge build of the two, personally. Dodge is RNG. if the only thing you're wearing to protect yourself is luck, occasionally it will run out, and you'll be on your back wondering what happened.

It really isn't actually.
The rogue deck is focused on dodge chance. Thus its a dodge chance deck. If you are looking to build a dodge chance character then the rogue deck is a very healthy choice.
The crook deck is built on balistic armor upgrades (theres 3 choices. Balistic Armor, Light Balistic Armor, and Heavy Balistic Armor) This plus the tier 1 fug skill Thick Skin makes balistic armor very good and adds dodging to it.
So you either get suit dodge with rogue.
Or you get a small amount of dodge with your balistic armor. Both very good choices.
what dodge can you get to in ballistic?
Suit = 20%
Light Balistic = 25%
Balistic = 20%
Heavy Balistic = 15%
+10% armor recovery speed for the perk deck
Rogue Deck = 30% dodge
Suit = 40% dodge
Light Balistic = 10%
Balistic = 5%
Heavy = 0%
So for a straight dodge build Suit plus rogue deck is best,
For a balistic vest build crook is a must.
The other thing to consider is other than that the crook only gives you an additional 10% armor recover rate.
The rogue deck on the other hand gives you a 15% chance not to be targeted when near allies, and a 25% chance to pierce enemy armor and 80% increase in weapon swapping speed.
When combined with a ghost build you are looking at a 30% chance not to be targeted when near allies, and a 55% chance to pierce enemy armor.

as in crook with the skills for dodge, vs rouge with skills for suit

Thats just with the perk deck, no skills invloved. They can both get the same skills.

Fair enough, crook is my ussual choice because it plus thick skin makes the heavy balistic armor imo one of the best armors in the game.
