Originally, Houston was intended as Hoxton's permanent replacement. Derek Ray replacing Pete Gold wasn't originally meant to be him portraying a new character carrying the title of Hoxton, but literally the same Hoxton from Payday: The Heist, just with a voice actor + nationality change.
After fan backlash, it was retconned that Hoxton was in jail, and that the current Hoxton was Dallas' brother, taking up Hoxton's mask + codename in his absence.
As a result of all that, we've never gotten a precise explanation on how exactly Hoxton was captured. All we know is that however it happened, it was because Hector gave some kind of infomrmation to the gang, that was seemingly intended for Dallas' capture (at least, that's what Hoxvenge's tapes imply), but Hoxton was the one who ended up getting caught.
Due to scheduling difficulties, they couldn't contract Pete Gold to do the VO for 'Hoxton' when Payday 2 was being made. So instead, they simply changed the VO actor to Derek Ray (who you know now as Huston)
Because at the time there wasn't much back story behind the characters - This implied that the names where the masks rather then the person behind it. So that way - Regardless of who was added or removed from the roster - the gang was always just going to be Hoxton, Dallas, Chains, and Wolf
However, Fans disliked this - and there was huge outcry to bring the original VO actor back to reprise his role... Which eventually they did - but they had to construct a reason as to why 'Hoxton' wasn't apart of the crew in the first place, which forced them to construct the narrative of him being captured.
The problem now is that as VO actors move on - it leaves the devs precious little to work with as they introduce new content. You can see it with Wolf - who hasn't gained any new lines for a while now. The safe lines are his pager responses cut up and rearranged and spotting the 'Medic' special uses his lines when placing a Medic Bag.
He now heads 10chambers and is making GTFO. (On Steam now)
