Player have been known to speedrunning their infamy from 0 to 25 in under 4 hours (Probably lesser).
Also, don't paid heed to people with thousand of hours with low infamy. Some of them already unlock it long time ago & just reset it for the sake of the thrill.
It is even common for some hardcore player to reset it up to 3-5 times. So it won't be a suprise for you to see a player level 0-50 with thousand of hours in gameplay.
I am not a hardcore player, but once max infamy feel boring to me and I decided to reset, it's feel better and fun again.
Sure, I lost masks, money and unlocked arbiter and trophy, but it worthy for the fun I get.
