The Brother's Grimm 12G are actually One Down viable.
You have to throw everything you know about shotguns out the window. Forgo OVERKILL, Specialized Killing, and Berserker. The damage is too low with these shotguns for the percentage increases to do much to get it past a breakpoint of 80 damage. Just grab Shotgun Impact to help get it over the 40 damage breakpoint.

Try this out, I think I've got it just how I like it - http://pd2skills.com/#/v3/mACDf:eCEfiklr:tr:ggIjkLnpr:fEfGHIL:ibcdea:::

Using the Brother's Grimm 12G with the 000 Buckshot, no barrel extension, Concealment Boost, Auto Fire, "Little Brother" Foregrip, and "Big Brother" Magazines.

Pair with a 33 Concealment Bronco .44 Revolver to squeeze out a Detection Risk of 3. And use the Grim Reaper's as crit weapons first and foremost.

Having played with these on One Down, I can safely say their both fun to use, and viable. The firerate ensures that you'll get enough crits in a short timespan to kill whatever your shooting at, the high magazine will minimize downtime, and with the recent buff to the pickup rate ammo economy is rediculously good - even if you're spraying with reckless abandon.

The Grimm Reaper's downsides come down to limited range -- which is compensated for with your Bronco -- and its over reliance on getting those crits. But if you're willing to cross your fingers and pray to whatever you believe in, you'll make it out fine.

As for the single Grimm 12G shotgun... Just pretend it doesn't exist and you're good to good.

This gun is actually a beast if it was pair with high critical & Donald horizontal.

Just use Dragons Breath with it.
Base damage doesn't matters (a lot) if you are using dragons breath

I love how the community has gone from hating to loving the Brothers Grimm. Great build.

You can use DB but the Izhma and now the Brothers Grim have always been extremely good with a crit build alongside Overkill due to the fact that Shotguns get the benefit of replacing Berserker quite well.

With crits a shotgun that does like 40-50 damage at best ends up doing close to 1k damage a shot, it's the same way with crit Clarion that ends up making it do so well.

My build is a bit altered compared to the build in the OP, but you don't need DB to make low damage shotguns work.

That's what happens when you glance at a weapon's base stats and go purely off that- Especially a shotgun.

Also, regarding the single Grimm, just use Dragon's Breath. It's probably the best DB shotgun in the game, because the ammotype makes damage as a stat irrelevant, and the single Grimm has absurd ammo pickup.

Hate to necro but ah well. What perk deck do you use. you have sneaky bastard and low concealment so I assume its some kind of dodge build, but you didn't say which deck. If you get this and can reply lovely, if not

Rogue perk deck. Pretty standard stuff for One Down.

How did you get a bronco to 33 concealment? I can only get it to 31 concealment and thats with a concealment boost.
