Base damage doesn't matters (a lot) if you are using dragons breath
You can use DB but the Izhma and now the Brothers Grim have always been extremely good with a crit build alongside Overkill due to the fact that Shotguns get the benefit of replacing Berserker quite well.
With crits a shotgun that does like 40-50 damage at best ends up doing close to 1k damage a shot, it's the same way with crit Clarion that ends up making it do so well.
My build is a bit altered compared to the build in the OP, but you don't need DB to make low damage shotguns work.

That's what happens when you glance at a weapon's base stats and go purely off that- Especially a shotgun.
Also, regarding the single Grimm, just use Dragon's Breath. It's probably the best DB shotgun in the game, because the ammotype makes damage as a stat irrelevant, and the single Grimm has absurd ammo pickup.
