The Lord of the Rings Online™

How is new player experience ?
Are there still peoplel leveling and doing dung ? Guilds recruiting/doing old contents and such ?

How much would a new player has to spend to be able to have a somewhat full game experience, I remember playing the game almost a decade ago and some of the things like horse riding were locked behind the shop.

There are guilds dedicated to slowly progressing through the game and doing those old instances and such.

Most of the character-development paywalls were removed a year ago. You no longer have to spend points to unlock trait and virtue slots, currency cap, and even the premium wallet (the one that can stores all those rep barter tokens) has been unlocked for everyone.
Riding trait can also be unlocked during the intro now.

On top of that, all the content that chronologically released up to Helms' Deep expansion (included) is now also free for everyone. So you only have to worry about unlocking content after reaching Gondor, unless you wanted to go to the alternate lower level regions that were added over the past couple of years (Wildwood, South Trollshaws, Cardolan and a hobbit region I can't remember the name of)
