It is pay to win.
You can ask former Diablo IV players why they quit the game after Blizzard become greedy.
When I say P2W I mean if your character power depend on skill instead of money to beat the campaign or win PvP match. And also if character recruitment cost alot of money
so i dont think nexon will be a pay 2 win they made Mapple Story. Combat Arms. etc. i think the only way that it would be pay 2 win is if they sold it to a "money hungery Scammer company" because nexon didnt make combat arms pay 2 win. nexon is alright. if my math is correct. because yeah u can buy Nexon coins. but i also do remmber in combat arms when they had it. it was never pay 2 win. everything was a fair price with nexon cards. and coins to buy stuff in game. so i have a hunch this game wont be pay 2 win. they may have the option to buy stuff. if u get nexon coins. but i dont think this game will be pay 2 win. personally. but its more sad that nexon made a poor choice. and sold combat arms. to a pay 2 win company. that game called combat arms now has 100 total players. or less. on that game due to the pay 2 win. company so.

The P2W will drain every drop of your blood and you barely get what you spend your money on it. Another example can be Fate Grand Order game where player spend ton of gem around $2000 for recruitment but only get one character that they want
This so far doesn't look like it'll be a power creeping mess you can only solve with money. Progression is horizontal instead of vertical, you progress by leveling and upgrading different characters, so when you get one to cap you do another with then raises your strength floor but cap stays the same.
You can focus on one character and get them up to where you want them to be real quickly, and then it depends on finding equipment for them and doing the same with those, then go into min-maxing, by moving capacity caps with some rarer but still reasonably easy to find items (if you ask me) and then start rolling for substats. But by this point everything should already be rather easy so its just for pushing limits.
Though it doesn't sound like The First Descendant is to use that type of model for what you buy. But who knows how it could play out years from now.
The only reason why you would pay is to get your character, weapon etc. on max level much faster which is in some way dumb for a PvE Loot Shooter.
There is also a Battle Pass in the game (free and paid version) which gives you different things, except for weapons which are avaible in both passes (they are also the same, so no different weapons in the pass).
I would say its more a "Pay for less Grind" than P2W but its Nexon and with Nexon anything is possible and can change anytime.
The millions still playing D$ everyday will tell you it's not p2w
