I finally took the advice that someone mentioned and repeatedly attempted to launch the game from Steam, and after about an hour and a half, it finally launched an update on one of the tries (probably 20-30 tries in a row). The launch "notes" stated that a direct x file or something was installed.
Hope this helps, just keep trying.
Open a command prompt and navigate to the "binaries" folder of the installation (something like Steam\steamapps\common\XCom-Enemy-Unknown\Binaries\Win32).
Run XComGame.com (.com, not .exe!) from the command prompt.
In my case, an admin request from windows popped up and then the game started. After launching it once this way, I am also able to launch it from the steam client.

*Inside steam, go to xcom, properties, change the game language to German and update, then go back to the English language and update again, now open the game*
There seems to be an issue with the net framework 3.5 update not booting and making it impossible for the game to open.
If the previous step doesn't work, you may need to install manually: net framework 3.5, Visual C++ Redistributable Packages for Visual Studio 2013, Visual C++ Redistributable Packages for Visual Studio 2015 - 2022, DirectX End-User Runtime
Repeat the language change step if necessary

But from what I've understood, it already is installed on WIndows 10, so the only thing I can do is just uninstall the game until a proper patch is provided, or a new game launcher is made for only the game and it's DLC. Cuz without it, it remains impossible to start - either exe file will try to open the launcher, which doesn't exist, so... yeah. Kind of stuck.
It actually works - though I do not have any DLC active at the moment.
So - disable all DLC, swap to German, launch the game, if it works, exit, swap back to English or whatever language you prefer, and if it works, GREAT!
So it seems to me that the DLC - one, two or all of them, are currently broken.
Doing so triggered a download from Steam of a small file - most likely the launcher?
In any case, EU is running absolutely fine now..

Учитывайте что за место "Rus" свой язык или будет английский.
Ну и путь к исполняемому файлу у вас может быть другой.
