Windows 10 Issues
Some users are experiencing problems with the game (and indeed lots of other games) after upgrading to Windows 10. The following steps have resolved it for most users:

Make sure you have the most up to date drivers available from the GPU maker. This means Intel, AMD or nVidia, not your system OEM. OEMs are rarely up to date with the drivers they provide.

Check that Windows hasn't mysteriously made parts of your user folder ("My documents" etc) read-only, for mysterious and unexplained reasons.

Either uninstall and reinstall the game, or verify game files.

Make sure the executable is not set to any compatibility mode, or run as administrator. If that doesn't work, try enabling those options instead (but they shouldn't be necessary).

Some people have reported needing to run one or more of the redists that come with the game affected (such as a vc redist); you may have to select a 'repair' option when you run them.

Over the course of 48-72 hours, I tried every "fix" listed in the comments, including reinstalling Windows (Windows 11). When I went to the .exe file to manually launch the game, I got a "missing vcr100.dll" something or other error.
I finally took the advice that someone mentioned and repeatedly attempted to launch the game from Steam, and after about an hour and a half, it finally launched an update on one of the tries (probably 20-30 tries in a row). The launch "notes" stated that a direct x file or something was installed.
Hope this helps, just keep trying.

I had the same issue for several days, the following worked for me:

Open a command prompt and navigate to the "binaries" folder of the installation (something like Steam\steamapps\common\XCom-Enemy-Unknown\Binaries\Win32).

Run XComGame.com (.com, not .exe!) from the command prompt.

In my case, an admin request from windows popped up and then the game started. After launching it once this way, I am also able to launch it from the steam client.

Game also will not launch for me. No "Updating Executables" just nothing happens. The game hangs indefinitely.
I did countless tests and what worked for me was:

*Inside steam, go to xcom, properties, change the game language to German and update, then go back to the English language and update again, now open the game*

There seems to be an issue with the net framework 3.5 update not booting and making it impossible for the game to open.
If the previous step doesn't work, you may need to install manually: net framework 3.5, Visual C++ Redistributable Packages for Visual Studio 2013, Visual C++ Redistributable Packages for Visual Studio 2015 - 2022, DirectX End-User Runtime

Repeat the language change step if necessary

I sadly cannot install .NET Framework 3.5 - I can download it, but the installation window will not open. It literally cannot open.
But from what I've understood, it already is installed on WIndows 10, so the only thing I can do is just uninstall the game until a proper patch is provided, or a new game launcher is made for only the game and it's DLC. Cuz without it, it remains impossible to start - either exe file will try to open the launcher, which doesn't exist, so... yeah. Kind of stuck.

I fixed this problem in the following way:

1. Disabled all DLC (I'm not sure if this is important, but I read that the problem is probably due to Enemy Within).
2. In the game properties on Steam, I changed the language to German.
3. Launched the game. Everything was updated and it started.
4. Exit the game. In the game properties on Steam, I returned the language and enabled all DLC except Enemy Within (because I decided to play the game without Enemy Within first).
5. Launched the game. Everything works perfectly!

Please write to whom it helped. And have you tried running it with Enemy Within?
It actually works - though I do not have any DLC active at the moment.
So - disable all DLC, swap to German, launch the game, if it works, exit, swap back to English or whatever language you prefer, and if it works, GREAT!
So it seems to me that the DLC - one, two or all of them, are currently broken.

I got the problem that game wouldnt start, also had it with other games. when i try to start the exe directly it gives me error code 0xc00007b. of what i found on the internet it seems to be a problem with the vc redist. i run the vc redist which is to be found in the local files and choose the repair option wasn't helping.
i checked the intergrety multiple times but wasnt working either. but and maybe here lies the problem. there seems to be 2 corrupted files everytime i check?

Hello, i had the same problem as you, and i tried all solutions (checking files, win7+admin mode, etc.) and nothing worked.
But later i found one, and game now works!
Try this:
1. Delete files C:\Windows\SysWOW64\msvcr100.dll
C:\Windows\SysWOW64\msvcp100.dll
2. Reinstall Microsoft Visual C++ 2010 Service Pack 1 Redistributable Package MFC Security Update https://www.microsoft.com/en-us/download/details.aspx?id=26999
3. If game still not launching, then delete C:\Windows\SysWOW64\D3DX9_43.dll
4. Reinstall DirectX 9.0c Redist https://www.microsoft.com/en-us/download/details.aspx?id=8109
5. Game must working now (in my case)

Xcom EU was just going wonkers every which way on my machine, Win10. Somewhere here in this forum someone mentioned not loading the two DLCs... so I unselected them.

Doing so triggered a download from Steam of a small file - most likely the launcher?

In any case, EU is running absolutely fine now..

So thanks to whomever posted that suggestion.

Мне помогли такие параметры запуска в Steam (очень долго е..лся):
"C:\Program Files (x86)\Steam\steamapps\common\XCom-Enemy-Unknown\XEW\Binaries\Win32\XComEW.exe" -FROMLAUNCHER -LANGUAGE=RUS %command%
Учитывайте что за место "Rus" свой язык или будет английский.
Ну и путь к исполняемому файлу у вас может быть другой.
