New MSI desktop with specs I'm pretty sure would run this but here we are reading about a fix!
You can fix this by right clicking on the folder, properties, security tab, and making sure you have permission to read, write, and whatever else you plan to do in that folder.
Edit 2: Ended up being WIndows. Had to reinstall using .iso file lol
♥♥♥♥♥♥♥. Looks like I'm NOT the only one!! ♥♥♥♥ this ♥♥♥♥. If anyone could give any ideas, here's my situation and the details copy and pasted. I just saw this huge thread so I might continue looking through it in more detail later. ♥♥♥♥♥♥♥ hell.
New gaming laptop, cannot install this game.
Im sure I saw the initial install window pop up and say "installing %" like without any numbers then skip over. Now it goes straight into "Preparing to launch..." There has not been any installation but steam doesn't recognise that and tries to launch immediately.
Other details are that I've played this game like 3/4 years ago and have data stored in the steam cloud. Using an RTX 2060 and i7-9750h processor. Before trying this game I has only installed Dark Souls III which launched without issue.
What I've tried in rough order to fix it:
Fresh laptop, updated windows completely (version 1903)
Updated all drivers
Installed game twice
Verified game files many times
Disabled antivirus while launching, made steam an exception from anti-virus shield as well.
Re-installed Steam, redownloaded and tried to install game for the third time
Changed resolution before launching to something lower.
Cleared download cache, repaired library folder, disabled firewall, restarted computer.
Tried installing with non-windows services deactivated upon startup using msconfig following a guide
Tried above without any antivirus protection active.
Verified game files and restarted again with settings normal again, left steam as an exception to anti-virus.
NEXT DAY
when trying to run XComGame.exe from
C:\Program Files (x86)\Steam\steamapps\common\XCom-Enemy-Unknown\Binaries\Win32:
"C:\Windows\System32\D3DCOMPILER_43.dll is either not designed to run on Windows or it contains an error."
"C:\Windows\System32\X3DAudio1_7.dll is either not designed to run on Windows or it contains an error."
"C:\Windows\System32\XAPOFX1_5.dll is either not designed to run on Windows or it contains an error."
msvcm100.dll missing at first before running one of the below exes
(Next step is to find out how to resolve the above errors but I've had it for the day.)
From C:\Program Files (x86)\Steam\steamapps\common\XCom-Enemy-Unknown\VCRedist I ran vcredist_x86
From C:\Program Files (x86)\Steam\steamapps\common\XCom-Enemy-Unknown\DirectX I ran DXSetup
I made sure .Net Framework 3.5 was installed and 'turned on'
DirectX12 (presumably up to date)
"My Game" files under documents folder is locked into "read-only" but I'm not sure if that matters..

Can you post exactly the steps you took so people like us who're trying to install it fresh in the future can have an easy place to go to instead of reading a lot of random unconnected comments? Before Windows updates again and the game breaks even harder anyway

Step 3 Anti-Virus programs have been suspended for a while.
After that, I played the game and it was possible to play normally.

Do make sure to go directly to the site you want drivers from. Be cautious with driver downloads!
