XCOM will not install.
I just purchased the XCOM complete pack today. Nice sale, and I've wanted the game for a long time now.
However, when it gets to aout 3 GB downloaded, it stops and bumps down to the queue.
I cannot start the download, it just stays stuck in the queue.
Auto updates are off, and none of my other games need updating anyway.
I figured I would wait for it for a while, but it never started back up again.
Never had this issue with Steam before... What gives?

I'm having the same problem. Since buying enemy within I haven't been able to play it or download the DLC. I've tried deleting the game and reinstalling and all the other fixes I could google with and nothing.

I did that as well, and Google was also no help for me.
However, I left the install in queue all night, and when I woke up today it had 10% left. It has since been successfully installed.
Thinking back, I did actually have this same thing happen with PAYDAY 2 when it went on sale a while ago.
My guess is that the sheer volume of people purchasing and downloading may have been a factor in this. However, that's just a shot in the dark. I have no idea what it really was.
The game itself works just fine, though, so although I was frustrated that I didn't get to play last night, I can make up for it today.

I think some people said to check the files in the Verify Files Cache also, but I would place the problem on the servers from Steam and Internet traffic messing up downloads sometimes.

I'd try the usual solutions for download issues with steam:

-reset/restart your router/pc
-start steam as administrator
-verify game integrity
-delete/rename .blob files in steam directory

Usually one of those fixes problems with stuck downloads.

I've done everything spacealf and kabuiman have mentioned with no success. Looking at the steam stats doesn't seem to indicate that the valve servers are not near their peak.

having the same problem, keep trying to up it in the download queue and it stops after a second. any help???????????????????????

Just to be sure - check if \Steam\Steam.exe and \Steam\bin\Steamservice.exe are allowed access through your firewall. If this is the only Steam DL that doesn't work, this shouldn't be an issue though.

For individuals experiencing the same thing, because I know there will be more:

Eventually after reopening steam a couple of times and kind of hard balling the queue the game started downloading just fine after the 2.5gig range. So be patient and it'll download just fine.

Having the same issue after getting the expansion, tried to remove the whole game and re-download it again and it keeps getting stuck

Probably an issue on Steam's side with a lack of data on the server you are trying to download from, you should consider opening a support ticket with Steam. Sometimes you can get around this by changing the server you're downloading from; I'm currently downloading from the Denver server using the Steam beta client (not the beta of the game) & haven't had this issue.

I've had the same issue with downloading the whole pack. It seems to happen with Enemy Within. What I did to fix it was just keep bumping it up to the top of the Q in Manage Downloads screen, and running the local cahce check. After 10-30 minutes of doing this it'll stay downloading just fine.
