If this does not work here are other attempts people have made :
- Make the game run whit compatibility option windows 7 or 8
- Making the game run whit administrator mode.
- Unchecking read-only in proprieties the xcom install folders and xcom save folder in Documents/myGames
- Deleting config files in Documents/myGames
- Desactivating fullscreen mode and activating borderless windows in engine base files located in engine folder in both XCOM EW and EU.
- Deleting download cache and reinstalling the game whit steam in administrator mode (you need to fully close it to reopen it)
- If you have xcom 2 try launching it first then try launching xcom (thx to the Adversary)
Those are only a handfull, again i strongly recommend looking around in the other threads or doing whit is posted in the post above, the "wait fix" will probably be your most reliable.
Installed the game 2/3 days ago and tried every workaround without resolve the problem, I've started the game few miuntes ago and works fine. Seems really that stem/Xcom need to settle down in few days, unbelievable XD XD XD XD

For me the folder is here “C:\Program Files (x86)\Steam\steamapps\common\XCom-Enemy-Unknown\Binaries\Win32” but easier way to get to it is to your steam library right click on XCOM: Enemy Unknown then select Properties then go to Installed Files then click on Browse and it will take you to where you game is installed.
Hi there REDEATH, the bug you are mentionning was already well know in the XCOM community, and how to solve tend to depends on person to person, a simple google search would allow you to fix it, it is that old. The bug here that i was talking about is "updating Execucatble" issue that did not happen in the past and was very recent.
I was playing the game last week and experienced this issue recently. Elsewhere I had read about the GOG version not having issues. Since GOG games do not have DRM and other posts pointed toward this being a DRM issue in the 2K family, I trusted this fix. I tried many of the other fixes but none of them worked, I already knew this was going to work and it did. You're right to not trust .dlls or .exes but this seems like a new bug affecting the EU version of the game. Waiting for it to fix itself is a weird relationship to have with a digital product though, I wonder what happens during that time to make it run.
The feeling of "Just wait to it to fix itself L.O.L" is not something that anyone would share as top one solution if i knew there was objective better options. In this case yes waiting is somehow the best case scenario for the fix of the drm. Iv'e got no f*e*c*k idea why that is. As for the GOG not having drm and allow to fix the issue yes, it is know to solve the issue. But you need said ddl and exe from GOG, and while sharing is fine, i would like anyone reading out that, download things on the internet is their responsability, but heh who would reads this message in steam threads when the guide sections is more active...
