It's purely speculation but my guess would be the uniqueness of that marker is due circumstances of how it was created, for experimentation purposes by earthgov that is. Them being aware of how close to total annihilation earth has been because of the original black marker (whole Altman crisis), they set the experiment way the ♥♥♥♥ away on aegis VII and implemented some sort of "oh ♥♥♥♥" safety function in the marker itself being that it can contain what it has created.
Regarding original marker it's again unknown and speculation territory. What I like to believe based on what is known is one of 3 scenarios. First that it's simply a weapon (possibly gone rogue) designed to wipe out enemies, second tool (possibly same as previous circumstances) for harvesting biomass and third some weird attempt to conquer death that went catastrophically wrong.
